Cook pasta in a pot; according to the directions on the package, drain.
Brown ground beef. Drain off excess fat. In
saucepan, melt butter or margarine on medium high
heat. Add flour and stir until combined. Add
milk to flour mixture and stir it in gradually. Add garlic,
salt and parmesan cheese. Thicken milk mixture.
Add sour cream to mixture and let it thicken some
more. Add to milk mixture and sprinkle some seasoned
bread crumbs in and mix. Add pasta and stir.
Serve.
