Peel and dice carrots into coin shaped pieces. Cook carrots.
Cook broccoli. Cook rice.
In a large saucepan, place flour in it. Slowly add 1/2 cup of the water
and stir. Add garlic
powder, cumin, basil, and all-spice to the gravy. Stir until mixed.
Slowly add the remaining
of the water (stirring it as you add it). Stir occasionally until
thickened. Add ham and let
simmer until ham is warm. Add carrots and broccoli. Stir.
Add rice and stir. Serve.
