Cook noodles according to directions on the package. Drain
and rinse. Cook vegetables
(if not using canned). Drain liquid off vegetables. If
using ground beef, brown it and
drain off excess fat. In a large non-stick pan, add margarine,
salt, basil, and milk. On a
medium-high burner, cook until the margarine is melted. Add
flour. Stir with a slotted
spoon. Slowly add water (stirring). Add meat, vegetables,
and pasta. Mix. Serve.
